The Great City and its metropolitan area is home to 2.9 million people, though the city population has declined over recent years, and is now around 545,000. It has become a major destination not just for tourists, but also conference goers and digital nomads. Europe’s second oldest capital city (after Athens), its history, sometimes controversial, is a big part of its brand.

WHY IT’S WRITTEN THIS WAY
I’m a resident of the Greater Lisbon Metropolitan Area, and get about using that area’s public transport systems, so the guide references bus, tram, Metro, and heavy rail services. As it also includes a link for locations, you can, if you’re not using public transport, use that to assist your driver.
My opinion is that you only really get to experience the city the way locals do is to use the transport systems they do. Likewise the inclusion of inexpensive food and drink options - because that, too, is what most locals do.
